Do MPA's and marine reserves reduce fishing pressures?

MPA’s do not necessarily ban fishing or other activities; but marine reserves certainly do.  The pressure on numbers of fish and marine life within the reserve will be lower, but the pressure will be higher outside of the reserve.  Overall, the pressure seems to be less as there is spillover from the reserve into the non-reserve areas and more fish eggs are contributed to the plankton.
