What purpose do buoyancy compensation devices serve?

Buoyancy Compensation Devices, also called BCs or BCDs are used by the diver to control buoyancy.  In simple form, the BCD is an inflatable vest or jacket that straps onto the diver with a harness that then straps to back of the tank.  Once inflated, the BC makes it possible for the diver to float or hover.
